Rationale for this change
The
DayTimeIntervalBuilderclass was marked as untested (ARROW-7938). This PR adds dedicated tests to verify the builder's functionality, similar to howTestHalfFloatBuildertestsHalfFloatBuilder.What changes are included in this PR?
